Canada’s Immigration, Refugees and Citizenship Canada (IRCC) suggests that international students need a new permit to transfer between Designated Learning Institutions (DLIs). Students must apply for this permit before starting at a new school but can stay at their current one while waiting for approval. This change aims to improve oversight because DLIs are managed by provinces, making it difficult for the federal government to enforce rules. Currently, DLIs follow provincial regulations, and the federal government cannot ensure that each school follows new admission rules. This proposal aims to make it easier for the federal government to manage and monitor student transfers.
